I bring a significant and diverse policy experience, along with a commitment to finding the simplicity in complex systems. I specialise in developing policy documents, such as policy submissions, for inquiries, reviews, and consultations, that contribute to successful policy outcomes.
I have developed numerous different policy submissions across a diverse range of areas. These include alcohol and other drugs, disability, financial inclusion, food standards, housing and renting reforms, human rights, justice, liquor licensing, mental health, public health, transport, and welfare.
With postgraduate qualifications in politics and policy, I bring a deep understanding of the details of the policy development process. I write in plain English. My background in social services, gives me a clear understanding of NGO values and their theory of change. This ensures that your policy submissions align with your organisation’s mission and goals.
Based in Brisbane, Queensland, I work remotely, serving clients across Australia. When not writing policy submissions, my passion is collecting and appreciating cinema of diverse genres, across all eras.
From our initial contact to the final draft submission, I follow a careful work process. This includes identifying needs, providing time estimates, agreement, preparation checklist, thorough research, writing, and review.
Before starting a project, we’ll work together through a comprehensive preparation checklist. This includes identifying the inquiry or review with due dates, terms of reference, defining the topic and purpose, outlining your key messages, determining document length and format, assessing research needs, gauging stakeholder sentiment, establishing any review process, and setting milestone timeframes.
I charge $150 per hour + GST, ensuring a transparent, up-front fee structure.
I offer flexible time estimates based on the length of the document, ensuring a tailored approach for short, medium, long, and XL submissions.
NGO clients appreciate the competitive pricing, recognising the value of the one-off, limited investment.
Rodney Holmes Policy Submissions acknowledges Australian Aboriginal and Torres Strait Islander peoples as the first inhabitants and traditional custodians of this nation. And in particular, the Turrbal people and the Jagera people of the unceded land, Meanjin (Brisbane), on which I live and work. I recognise their continuing spiritual connection to land, water and community and pay respect to Elders past and present.
